Volkswagen Group is reportedly in advanced discussions with JSW Group for a possible investment in its Indian operations. The development could result in JSW acquiring a majority stake in Skoda Auto Volkswagen India Pvt Ltd (SAVWIPL), marking a major shift in Volkswagen Group’s India strategy after more than two decades in the market.
According to Bloomberg report, Volkswagen AG and JSW Group are working towards a potential agreement that could take shape in the coming weeks. However, discussions are still ongoing and there is no certainty that an agreement will ultimately be reached. Key issues yet to be resolved reportedly include the valuation of Volkswagen’s Indian business and the amount of capital to be invested by the two companies.
JSW is demanding majority stake in Volkswagen India
JSW and Volkswagen have reportedly been in discussions for about three years. Earlier talks had explored possibilities including JSW using Volkswagen Group’s manufacturing facilities in Pune and Chhatrapati Sambhajinagar, Maharashtra.
The latest discussions appear to have gone much further, with JSW reportedly considering acquiring a majority stake in Volkswagen Group’s Indian operations. Such an arrangement could give JSW access to Volkswagen’s vehicle architecture, engineering expertise and manufacturing ecosystem.
For Volkswagen, having a strong Indian partner can provide additional capital while sharing the investment needed to develop and manufacture future vehicles for the highly competitive Indian market. Volkswagen has reportedly become more open to giving up control of its Indian unit as the German automotive group pursues widespread cost cutting globally. Volkswagen had previously explored a possible partnership with Mahindra, although those discussions did not lead to any comprehensive agreement.
Skoda, Volkswagen sales to decline in second quarter of 2026
The latest development comes at a time when Volkswagen Group’s two mass market brands are finding it difficult to grow volumes in India. Despite introducing new products and strengthening their respective portfolios, both Skoda and Volkswagen reported year-on-year sales declines during the second quarter of 2026.
Skoda sold 18,866 units in Q2 2026, compared to 19,056 units during Q2 2025, registering a marginal decline of 1% year-on-year. Volkswagen sales declined 9.95% year-on-year to 7,914 units from 8,788 units. Combined, Skoda and Volkswagen recorded sales of 26,780 units during the second quarter of 2026. This represents only 2.1% of the 12,74,497 passenger vehicles sold by manufacturers during the quarter.
More importantly, this decline came when the overall passenger vehicle market recorded strong growth. Total sales increased by 25.60% compared to 10,14,721 units in Q2 2025. Maruti rose by 33.45%, Tata by 45.48%, Mahindra by 19.80%, Hyundai by 5.38%, Toyota by 10.68% and Kia by 19.32%.
New products still provide significant scale
Skoda is moving deeper into the mass-market segment with India-focused products, including the Kylak compact SUV. However, the group is still struggling to generate volumes like leading manufacturers in India.
This remains one of the biggest challenges for the Volkswagen Group. The company has made significant investments in localization as part of its India 2.0 strategy, but its market presence is relatively small compared to Maruti Suzuki, Tata Motors, Mahindra and Hyundai. The partnership with JSW could potentially help Volkswagen improve localization, control development and manufacturing costs, and utilize its existing production capacity more effectively.
JSW continues expanding automotive ambitions
For JSW Group, the Volkswagen deal could significantly boost its presence in India’s automotive industry. JSW already has a joint venture with SAIC Motor through JSW MG Motor India and is preparing to launch vehicles under its JSW Motors brand separately. Access to Volkswagen Group platforms could therefore provide another opportunity for JSW’s automotive expansion, while potentially opening up opportunities for wider collaboration in vehicle development and manufacturing.
However, the proposed transaction is still under discussion. Volkswagen has said it continuously evaluates business opportunities and options for its India strategy, while declining to comment specifically on the discussions with JSW. If the reported majority stake deal comes to fruition, it could become one of the biggest developments in Volkswagen Group’s Indian operations in recent years.
