Thiruvananthapuram: The Deputy Speaker may get a chance to intervene in the Assembly by giving opportunity for submissions and attention. A consensus in this regard was reached during the first budget discussion itself. On the request of Deputy Chairman Shanimol Usman, Chief Minister V.D. After Satheesan took a favorable stance, Speaker Thiruvanjoor Radhakrishnan announced that he would consider it sympathetically.

The Speaker’s decision may come in this regard. Although the House presides over the Speaker in his absence, the Deputy Speaker gets the opportunity to speak only once a year. This is the beginning of the budget discussion.

It was only after his speech on Monday that Shanimol pointed out that there was no opportunity to present a presentation or draw attention to highlight the issues in the constituency. There is no provision in the legislative process that the Deputy Speaker should not make a speech except at the beginning of the budget debate. Just surrender.

The Chief Minister said that like all MLAs, his demand is also justified that the Deputy Speaker of the Assembly should be given an opportunity to present and pay attention to the issues of the constituency.

However, the opposition did not participate in the discussion and did not even express its opposition. The Speaker then informed the Deputy Speaker that he would consider giving the Deputy Speaker an opportunity, understanding that this was the general feeling of the House.

Content Highlights: Deputy Chairman Shanimol Usman requested to increase the rights to speak on constituency issues. Chief Minister VD Satheesan supported the presentation and calling attention motion. Speaker Thiruvanchoor Radhakrishnan agreed to consider the change based on consensus. Existing legislative norms do not prevent the Deputy Speaker from speaking, only historical precedents do.
