What are outer signals?

Why does the car stop at the outer?

Now if the trains stop first, it is for the simple reason that if there is already a train on the train platform where it has to reach, then it is stopped. This is the reason why even though the speed of the train is good, it is stopped in the outer area waiting for the platform. Unless the train in front moves away, the other train does not receive the signal.
